Albany City Council awarded a contract on May 15 for an asphalt overlay of North Albany Road from U.S. Highway 20 to just short of the Portland & Western Railroad tracks and for related Americans with Disabilities Act (ADA) upgrades.
Staff recommended awarding the contract to Roy Horak Construction of Salem, the low bidder, for $655,915. The engineer’s estimate had been $825,000. The project scope includes an overlay of the existing pavement, replacement or updates to curb ramps and pedestrian signal push buttons to bring the project area into ADA compliance. ODOT agreed to pay for the ADA signal and curb improvements at the intersection with U.S. Highway 20, staff said.
Staff noted the pavement dates to a reconstruction completed in 2002 and said an overlay will extend the pavement life at a comparatively low long‑term life‑cycle cost.
Councilors asked about the disparity between the engineer’s estimate and the low bids; staff said the construction market currently has strong competition, which has produced lower bid results in recent procurements. The council approved the award to the low bidder on the record.
