The staff recommendation called for a 2% annual increase in sewer rates, a 3% annual increase in water rates, and a 4% annual increase in stormwater rates for each of the next two years, yielding a weighted percent increase of about 2.6%.
No written materials or public testimony were submitted by the hearing deadline, and no members of the public registered to speak at the hearing. After discussion, a councilor moved to adopt the resolutions (wastewater, water and stormwater) and the council voted to approve the package on the record.
Staff said the city maintains a five‑year financial model to forecast utility revenue needs and is seeking to balance proactive capital investments with rate stability for customers.
