The Omaha City Council approved a package of planning actions to allow construction of Y Street Townhomes, a mixed-affordability housing development tied to the Southside Terrace Choice Neighborhoods transformation plan. Brinchmore Development presented the project as a mix of townhomes and a small apartment building with units reserved at targeted income levels.
Bill Lukas of Brinchmore Development described the project as 14 units (11 townhomes and three apartments in the presentation), noting that 11 units would be set aside for households earning 80% of area median income or less and that seven units would be project-based voucher units provided through the Omaha Housing Authority.
Lukas said the team conducted community engagement in September and October of the prior year and incorporated neighborhood feedback into final designs for elevations, balconies and other features. City staff, Canopy South and other partners also described coordination on infrastructure and demolition tasks tied to the broader neighborhood transformation.
Canopy South and planning staff representatives described the collaboration that paired city CDBG funding, developer capital and nonprofit partners to provide infrastructure and affordable units on previously undeveloped lots. Council members thanked the developers and planning staff for outreach and for revising designs based on community input.
The council voted to approve the items related to the Y Street Townhomes (rezoning, future land use amendment, preliminary and final plats, subdivision agreement) by roll call, 7-0. The approvals advance the project to construction-ready status pending final permits, funding disbursements and contractor procurement.
Direct quotes from the meeting include developer remarks on outreach and project composition: "There are 11 units set aside for residents making 80% AMI or less. And 7 of those units will be project based voucher units, which are provided by the Omaha Housing Authority," Bill Lukas said.
