Harvey County commissioners adopt two proclamations, approve fish-stocking and aging grant applications and routine warrant checks

The Harvey County Board of Commissioners on April 15 adopted a proclamation recognizing the National Day of Prayer on May 1 and approved use of the Harvey County courthouse grounds for a gathering that week. The board also adopted a proclamation recognizing National Drug Endangered Children's Awareness Day on April 23.
Lynette Reddington, director of the Harvey County Health Department, outlined county efforts tied to the drug-endangered-children initiative, including distributing a small storybook and plush "Timby" for children, partnering with local recovery providers, and implementing the national "Handle With Care" program at Hesston (referred to in the meeting as Heston) School to notify school counselors after law-enforcement incidents so staff can provide extra support without releasing incident details. Reddington said local partners also plan social media posts and sign displays on April 23 to raise awareness.
The commission approved a request to put the county's 2025 fish stocking program out for bid after staff said state and federal funding through the Community Fisheries Assistance Program (CFAP), administered by the Kansas Department of Wildlife and Parks (KDWP), had arrived. Parks staff also received commission approval to solicit bids to replace a side-by-side utility vehicle listed in the county's capital improvement plan.
Loney Kelly of the Harvey County Department on Aging told commissioners that Central Plains Area Agency on Aging (CPAAA) grant timelines had shifted, and staff requested permission to apply for Older Americans Act (OAA) grants for federal fiscal year 2026. Kelly reported a combined grant request value of $63,003.68 and described specific program allocations discussed in the meeting: respite funding at $15,000, information/outreach funding at $2,600, and a title 3e assistance allocation around $6,300. The commission approved the application and authorized the assistant county administrator to sign.
The commission also approved warrant checks dated April 11 totaling $536,922.75 and approved the March 11 commission meeting minutes.
Other items: The health department announced a drug take-back event at the Harvey County Law Enforcement Center with drop-boxes for prescription medications (the health director specified that sharps, inhalers and aerosols are not accepted). Parks staff told commissioners they will solicit bids for a disc-golf installation at Camp Hawk with bids due May 19 and opening May 20, as included in the county's 2025-26 CIP.
All motions on these items were moved, seconded and approved by the commission at the April 15 meeting.
