On election administration, the solicitor said the sample ballot is posted online, ballots were being printed and mail-in packets were expected to be sent toward the end of the week for receipt the week of April 21. The solicitor reported 2,327 Republicans and 6,708 Democrats had requested mail-in ballots as of the work session for a total of 9,035 requests. He also said three precincts would be moved and that affected voters should receive mail notifications; the precincts named in the meeting were Harmony, Center and Brighton Township.
The solicitor also updated commissioners on a lawsuit involving the county’s 457 deferred‑compensation plan. He said the county’s calculated loss so far is roughly $2,400,000 and that mediation is scheduled for July. He cautioned that mediation may not resolve the case and that litigation could continue into 2026.
The solicitor previewed a long agenda for the next commissioners meeting: about 25 resolutions were listed for consideration. He cited items numbered 2 through 10 that together total roughly $130,000 for nine county libraries; agreement #12 with Phoenix Graphics to print county materials through 2027; #13 a ratified CBA reflecting contract changes; #14 a lease with a service provider in the courthouse; #21 an extension of the recreation department’s online reservation and credit-card payment program through the end of 2025; #22 proposed purchase of a body scanner for the jail to screen incoming inmates and staff for contraband; #23 a phone services agreement for inmates; and #24 permission for the farmer’s market to use the courthouse parking lot from April 26 through Dec. 20. The solicitor also said an executive session item for personnel was on the agenda.
No formal vote on the 457‑plan lawsuit or the listed agenda contracts was taken at the work session; staff said planned agreements and contracts would appear for formal action at the upcoming commissioners meeting.
