Later the board approved the consent agenda, which included minutes of the March 11 meeting. Member McKenzie moved to approve the consent agenda after the city clerk suggested that motion; Member Gibson seconded. The chair called the question and a voice vote was recorded: “All in favor. Aye. Any opposed?” The chair stated the motion passes.
Both actions were procedural approvals by voice vote; the board did not request roll-call tallies or record individual votes on either motion.
