Routine approvals The board approved payments from March 20 and the minutes of the March 20 meeting. Both items were approved on unanimous voice votes after motions by Joe Piper and second by Kevin Riley.
Contract awards and bid decisions - Asphalt street repairs (Item 7A): The board accepted the low bid from Always Contractors for $203,545 and approved awarding the contract. Motion by Joe Piper; second by Kevin Riley. Vote: Cassens, Riley, Piper — all aye.
- Cemetery administration building HVAC (Item 7B): The board awarded the project to Hennis (low bid $92,410). The bid came in above the project estimate for heating/cooling equipment; staff said the ductwork and scope contributed to the cost and that carryover funds would cover the difference. Motion to approve by Joe Piper; second by Kevin Riley. Vote: unanimous.
- Clean Water Plant Phase 3 improvements (Item 7C): The board recommended moving forward with J.F. Ahern of Fond du Lac for the low bid of $18,600,000. Staff said four competitive bids were received and the project came in under budget. Motion by Kevin Riley; second by Joe Piper. Vote: unanimous.
- Prairie Home Cemetery, Autumn Garden Fountain (Item 7D): The board awarded the specialty fountain rebuild at a low bid of $45,000, which staff said exceeded an early 2024 estimate of $40,000 because additional scope was added. The project was recommended through the CIP. Motion by Joe Piper; second by Kevin Riley. Vote: unanimous.
- Gascoigne Drive and Peters Drive utility and street improvements (Item 7E): The board accepted a low bid from Leighton of $3,246,364.78 and recommended award; bid came in under budget. Motion by Joe Piper; second by Kevin Riley. Vote: unanimous.
- Badger Dry Bus Wash replacement (Item 7F): Staff reported no bids were received. The board took no award action and directed staff to re-evaluate the plans and rebid; a board member suggested coordinating with the water utility as it designs a new building to explore shared facilities.
- Schutze Building roof replacement (Item 8A): Staff recommended using the Omnia Partners public-sector contract to secure a combined low-price roofing and soffit package. The board approved contracting for a combined low price of $103,350 (including soffit alternate); funding will use CIP carryover funds and staff cautioned that decking replacement could increase final cost pending removal of existing roofing. Motion to approve by Joe Piper; second by Kevin Riley. Vote: unanimous.
Board members and staff noted reasons for acting now on several projects — chiefly that performing work while contractors are mobilized produces cost savings. Several items had only one responsive bidder; staff said low contractor interest and specialty scopes contributed to single-bid results on some projects.
