The Newport Historic District Commission approved updated draft guidance on windows, doors and skylights at its April 8, 2025 meeting, formalizing updates the commission discussed in March and directing staff to publish the guidance and apply it to future applications.
Commission members reviewed changes proposed by a focus group and by the preservation planner; the item had been the subject of previous discussion in March. The preservation planner told the commission the guidance will be posted to the commission’s web page and used for project reviews going forward; the planner also noted an ongoing grant project in partnership with the NRF that will produce appendix material (for lead-safe work practices and other technical guidance) to be added later.
The motion to adopt the draft guidance was approved unanimously. Commissioners clarified that applications submitted prior to the effective date will be processed under the prior guidance; applications submitted after the effective date will be evaluated using the updated guidance. The preservation planner will publish the guidance, circulate it to inquiring applicants and implement it consistent with the commission’s decision-making processes.
