Newport Historic District Commission members approved a number of routine applications and amendments and adopted updated guidance on windows, doors and skylights during their April 8, 2025 meeting.
The commission accepted the minutes from its March 11, 2025 meeting and accepted staff findings of fact for the evening's applications. Commissioners approved three applications by summary decision (580 Bellevue Avenue; 29-31 Pelham Street; 21 Green Street) and issued a one-year validity period for certificates of appropriateness issued that evening, citing Newport standards referenced in staff reports.
Several contested or larger projects were split, continued or otherwise acted on individually: the commission approved the relocation of front stairs on the north elevation at 73 Catherine Street and continued consideration of a second-floor porch/enclosed sleeping porch to the May 13, 2025 meeting; the application for replacement balusters at 10 Ridge Road was dismissed without prejudice for lack of representation; the commission continued a complex repair application for 18 Barney Street to May 13, 2025 to allow the applicant to work with the preservation planner and, if appropriate, arrange a design review or site visit; a noncontributing 1963 house at 11 Oakwood Terrace was approved as presented; and the application for 46 Everett Street was split: the commission approved the decking material with a required border detail and continued a more detailed review of a proposed flat-sawn balustrade to the May meeting.
The commission unanimously approved draft guidance on windows, doors and skylights, a policy update the preservation planner will publish and begin applying to new projects as of the effective date described in the meeting. Several conditional approvals required applicants to submit additional specifications or material samples to the building-permit portal or to the preservation planner before work proceeds.

The commission recorded recusals where appropriate (Commissioner Ray Goddard recused himself from 11 Oakwood Terrace). Applicants were repeatedly advised to submit final specifications, material samples or drawings to the preservation planner or building-permit portal and to return for continued items at the May 13 meeting.
