“These programs are critically important for people with disabilities and elderly populations who are unable to fully utilize other forms of public transportation,” Pickford said, summarizing the purpose of the paratransit programs and complementary services (ramp taxi incentives, Essential Trip Card and shuttles).
Pickford noted STA is funded by a state diesel fuel tax and is volatile; only transit operators are eligible recipients. He said the recommended paratransit programming equals the amount provided in previous cycles and complements Prop L and sales-tax funding. For the elevator attendant program, Pickford said BART had estimated a contract cost of about $3.7 million in a recommendation the BART board was set to consider April 10; BART and SFMTA together contribute costs beyond STA funds.
