Police Commission adopts multiple revised department general orders; several take effect after implementation windows

The San Francisco Police Commission on April 2 unanimously adopted or rescinded a package of Department General Orders and administrative items, voting 7-0 on each recorded measure.

The commission approved revised DGOs on duties, discipline and serious-incident review, rescinded an overlapping command-order, and approved additional departmental procedures to be used in bargaining and community processes. Several items carry implementation windows requested by the department (listed below).

The actions were taken as grouped agenda items and by individual motions. Each motion passed with all seven commissioners present voting yes; the record shows 7 yes votes for each adopted measure.

What the commission approved

- DGO 1.06, Duties of Commissioned Officers — Adopted (implementation period requested: 45 days). The commission approved the revised duties policy after a short discussion and a motion to adopt; the chief requested an implementation delay to allow department systems to update.

- Rescind DGO 1.07, Duties of Command Officers, Field Operations Bureau — Rescinded (effective when DGO 1.06 goes into effect). The rescission was made at the department's request because 1.07 overlapped with 1.06.

- DGO 2.07, Discipline Process for Sworn Members — Adopted (implementation period requested: 45 days). The commission adopted the revised discipline process; the department asked for a 45-day implementation period.

- DGO 3.1, Serious Incident Review Board — Adopted (implementation: 4–5 days). Commissioners and department staff reported recent revisions finalized in closed-session negotiations; the motion included a short implementation window.

- DGO 5.13, Diplomatic Immunity — Adopted (implementation period requested: 45 days). The commission adopted the revised order following meet-and-confer with labor representatives.

- DGO 6.01, Missing Persons — Approved for use in meeting-and-conferring with bargaining units (to be forwarded to meet-and-confer). Commissioners discussed the updated policy content and checklist; the department intends to use the revised order during meet-and-confer as required by law.

- Consent calendar and routine items — The commission received and filed routine items including travel for members to a law-enforcement leadership conference and the quarterly disciplinary report; the consent calendar passed 7-0.

Votes and implementation windows

Each of the above measures passed on recorded roll-call votes in open session. Where the department requested implementation lead times, commissioners recorded those periods on the adopted motions (most commonly 45 days; DGO 3.1 was given a shorter 4–5 day window). DGO 1.07 was rescinded effective when DGO 1.06 takes effect, per the department's request.

Why it matters

The votes update several of the department’s core operational and accountability procedures, modernizing decades-old language and introducing clearer process steps and checklists for officers in the field (DGO 6.01 missing persons was noted repeatedly as a substantive modernization). Implementation windows are meant to give the department time to update training, records systems and discipline processes before policies take effect.

What the commission said

Commissioners repeatedly thanked staff and labor negotiators (including SFPOA representatives) for rapid meet-and-confer progress on several DGOs. On multiple motions the president called the roll and recorded unanimous approval.
