Mayor Jane Houston proclaimed April 2025 as San Marcos Safe Digging Month and encouraged residents and contractors to use 811 before digging to prevent damage to underground utilities.
The proclamation warned that underground infrastructure can be damaged when locates are not requested and noted that the Federal Communications Commission designated 811 to provide a simple national number to request utility location. The text cited Texas 811, described as a nonprofit serving all 254 counties, and called on excavators, homeowners, plumbers, electricians, contractors and landscapers to request a free locate ticket before digging.
A Texas 811 representative said the service is free, that locators mark underground utilities before excavation, and that even shallow utilities can be damaged by hand tools or small equipment. The representative urged all residents and contractors to call 811 and request a locate ticket before any digging activity.
The proclamation is a recognition and public-safety reminder; it did not record legislative or budget actions by the council.
