The City of Delaware Planning Commission on April 2 approved a development plan and final plat for 4 Seasons at Addison Farms Section 3, a single-family residential phase described by staff as roughly 12 acres with 49 lots.
Planning staff presented the 4 Seasons Section 3 site plan, noting underlying R-3 single-family residential zoning with a Planned Mixed-Use (PMU) overlay. Staff said the proposal meets zoning and development-tax standards, includes home elevations, and is largely aligned with prior sections of 4 Seasons; a temporary emergency-access drive will be constructed to meet fire-department requirements.
Bridal Burkhart (Veil and Environmental Consultants) spoke for the applicant and had no additions to staff comments. Commissioners discussed neighborhood connectivity, clubhouse locations and whether the clubhouse shown would serve the southern portion; staff clarified that 4 Seasons Section 3 will have its own clubhouse and that adjacent neighborhoods have separate clubhouse facilities. A commissioner noted that 4 Seasons is targeted to an older demographic; staff affirmed the development is planned as 55-and-older for-sale homes.
No public comments or email correspondence were reported. Commissioner Prowl moved to approve PC-25-3 (Addison/4 Seasons Section 3) with staff recommendations; Commissioner Nana seconded. The motion carried with affirmative votes recorded for Commissioner Stelzer, Commissioner Cross, Commissioner Nana, Commissioner Prowl, Vice Chair Hoffman and Chairman Simpson.
Under plats, the commission approved final plat S25-7 for 4 Seasons Section 3 with the condition that all development-plan requirements be met. Councilman Hoffman moved for approval; Commissioner Stelzer seconded and the motion carried. Staff said the plat must meet all conditions on the development plan before recording.
