The City of Delaware Planning Commission on April 2 approved a development plan and final plat for Terra Alta Section 12, a residential phase the city staff described as containing 57 single-family lots and a clubhouse area.
City planning staff told commissioners the Section 12 development plan meets zoning and development standards and showed site elevations, lot layouts and clubhouse parking. Staff described the section as roughly 12 acres with 57 lots and said the proposed pool/clubhouse will include 21 parking spaces. Jeff (Advanced Civil Design) represented the applicant and did not add to staff’s presentation.
Commissioners asked to see an overall map of the entire Terra Alta/Stockdale Farms area to better understand buildout and connections among Sections 7, 8, 12 and 13. Staff agreed to provide the larger site plan when available. No public comments or email correspondence were reported for the case.
Commissioner Prowl moved to approve PC-25-2, Terra Alta Section 12 development plan, with staff recommendations; Commissioner Stelzer seconded. The motion carried; commissioners voting yes included Commissioner Stelzer, Commissioner Cross, Commissioner Prowl, Commissioner Nana, Vice Chair Hoffman and Chairman Simpson.
Separately under plats, the commission approved the final plat S25-6 for Terra Alta Section 12. Staff noted the plat outlines subdivided lots, easements and open-space areas, and recommended approval conditioned on meeting all development-plan requirements. Councilman Hoffman moved for approval of the final plat; Commissioner Nana seconded. The motion carried with the same recorded affirmative votes.
The approvals are conditioned on the listed staff requirements in the commission packet; staff identified that all conditions of the development plan must be satisfied before recording and construction proceeds. The commission did not set additional requirements beyond the staff conditions and asked that the applicant and staff coordinate on the broader site map requested by commissioners.
The commission moved on to other business after the approvals.
