Commission orders abatement for two dilapidated homes on Heasley Street

City commissioners unanimously adopted two resolutions directing abatement of unsafe structures at 505 and 520 Heasley Street.
A city building safety staff member told the commission both properties — modular or single-wide homes — are in "complete disrepair," vacant and known to attract trespassers. Staff identified the recorded owners as Alberto M. Silva or Alberto J. Silva (520 Heasley) and Louis Menti Jr. (505 Heasley) and said photos in the packet show interior and exterior deterioration.
Mayor Mike Morris and staff noted the resolution would begin the statutory notification period; owners would have 15 days to articulate a plan or the city could proceed with abatement. Staff also said the city has typically worked with owners when they made contact but that many such properties have had no communication from owners.
Commissioner Paula moved to adopt the resolutions for both properties; Commissioner Garza seconded. The commission voted unanimously to approve both resolutions 3315-2025 and 3316-2025.
The city attorney/Building Safety Department representative told the council the abatement process is routine but necessary to protect public comfort, health and safety.
