The Planning & Zoning Board had recommended approval with a 9‑0 vote in November 2024, and staff and the city’s Development Review Committee recommended approval pending standard conditions.
During the quasi‑judicial hearing, Commissioner Schroeder asked whether Taco Bell would permit a camera to tie into the city’s real‑time crime center because the business will be open until 4 a.m. Craig McDonald of Corporate Property Services and Eduardo Carcaccio of CKE Group (the architect) said Taco Bell’s corporate IT had attempted to connect with the city but encountered technical or security limitations; the applicant agreed to “bring it up to Taco Bell” and further explore a parking‑lot camera.
Commissioner Schroeder made a motion to approve the site plan subject to the addition of a multisensor exterior camera in the parking lot. The motion carried unanimously.
Separately, the commission approved the sign package and sign‑waiver request that would allow Taco Bell’s logo and bell element at the sizes proposed on multiple elevations. No members of the public opposed the petitions at the hearing. The city manager confirmed that impact fees tied to the center had been addressed under the original plat and that new building‑permit fees will be assessed at the permit stage.
The applicant will return final construction documents and coordinate with city staff on required conditions, including a follow‑up to confirm whether the requested camera connection can be implemented.
