Clovis approves memorandum to return school resource officers to district campuses

The City Commission voted unanimously to approve a memorandum of understanding (MOU) with Clovis Municipal Schools to place a school resource officer and a public safety aide on district campuses.
Chief Throne, presenting, said the city has not had a full SRO program since roughly 2014 and that reintroducing officers to campuses is aimed at building relationships with students and addressing juvenile crime. He said the initial focus will be Clovis High School and that the city hopes to expand the program in the next school year.
Glenn Russ, representing Clovis Municipal Schools, told commissioners the district is "thrilled" to have officers back in schools and acknowledged an adjustment period because school operations have changed since the program last operated.
The MOU, Chief Throne said, specifies that SROs are not the schools' disciplinarians and school discipline remains the responsibility of district staff; criminal matters would still be handled by officers. The PSA position will act as security and help document incidents, the chief said.
Commissioner Garza moved approval; Commissioner Jones seconded. Commissioner Casaus voted yes by phone. The commission approved the MOU unanimously.
"Getting officers back in the schools and trying to build those connections and partnerships with the students" was described by Chief Throne as a key goal of the program.
