Clovis approves new police union contract with tiered incentives, education pay

City commissioners voted unanimously to approve a new labor agreement with the Clovis Police Officers Association (CPOA), city management announced at the meeting.
City Manager Mr. Hovalt told commissioners the agreement adopts a tiered incentive structure based on specialty assignments that could add up to $3 per hour on top of base pay, adds educational incentives for associates and bachelor's degrees, and adjusts the promotional and lateral-hire processes to allow credit for prior years of service.
Hovalt said the contract also incorporates a $1.50-per-hour raise previously granted to all city employees. The changes are intended to improve recruitment and retention by making Clovis more competitive for lateral hires and by rewarding specialized skills and higher education.
The contract affects police officers, master police officers and sergeants. Hovalt said the wage changes would take effect with the pay period beginning April 13 and be reflected on the May 2 paychecks.
Commissioner Garza made the motion to approve, Commissioner Jones seconded, and the commission voted unanimously, with Commissioner Casaus participating by phone.
"A lot of hard work" by union and city negotiators produced the agreement, Hovalt told the commission during the presentation.
