The Milwaukee County Office of Economic Inclusion presented an informational report to the transportation committee summarizing January–February 2025 contract awards and utilization of disadvantaged/targeted business enterprise (DBE/TBE) and small business enterprise (SBE) participation on county contracts.
Director Lamont Robinson said total county contract awards in January were approximately $74.3 million, of which about $3.6 million were eligible for DBE/TBE/SBE participation; contracted dollars held by certified firms were about $3.3 million (92% of eligible dollars, or 4.5% of total contract dollars for the month). In February, about $32.5 million in contracts were awarded; roughly $5.3 million were eligible, with certified firms holding approximately $4.5 million (85.3% of eligible dollars, or 14% of total contract dollars).
Robinson provided a breakdown of participation by ownership category for the two months and said SBEs accounted for the majority of certified dollars in the period. He noted early‑year patterns often show higher SBE utilization because contract types and departmental timing concentrate certain renewals and annual contracts at the start of the calendar year and that construction awards later in the year may change the composition of participation.
