Supervisor O'Connor said the timing was appropriate and that a new sculpture outside the Wisconsin State Capitol added to the momentum to recognize Phillips' legacy. Supervisor O'Connor said, "It's an exciting thing to celebrate her successes." The sponsor said the intent is to ensure Phillips' history and legacy continue to be recognized in Milwaukee County.
On the motion by Supervisor Taylor (District 5) that item number 1 be recommended for adoption, the clerk recorded: Supervisor O'Connor, aye; Supervisor Taylor (District 5), aye; Supervisor Shea, aye; Supervisor Coggs Jones, aye; Chairwoman, aye. The motion prevailed 5-0.
