Committee asks for independent audit of JCI energy-savings claims; county continues debt service payments

Council members pressed the mayor's office about the energy performance contract with Johnson Controls (JCI) and about whether guaranteed savings are being met.
The administration said JCI has completed most non-photovoltaic work and has moved on to photovoltaic installations. Under the contract terms described by the mayor's office, JCI guarantees energy-savings amounts; if the company fails to meet those guarantees, JCI would owe the county a payment. The administration said it will not allow JCI to perform both the savings measurement and the verification; the county plans to procure a non-biased third-party auditor to verify JCI's reported savings.
The committee was told the first JCI report is due in October and that the independent verification RFP should be issued by July at the latest so the county can evaluate the claimed savings once JCI's report is received. The administration said the county continues to make annual debt-service payments associated with the JCI contract and that the overall contract was approximately $20,000,000 (the director said she would provide the exact figures in writing and a breakdown of annual payments).
Committee members asked for a written schedule of outstanding JCI deliverables, the proposed scope and timing of the independent audit, and the annual payment schedule for the associated debt service. The administration agreed to supply those items in writing.
