Consultant Global Grant Services outlines recent awards and $19.2 million broadband planning-to‑build award covering Jefferson County

Consulting firm Global Grant Services presented an update to the Jefferson County Board of Commissioners on April 9, reporting on recent grant wins and current applications.
Steve Larson, founder of Global Grant Services, and Chris (director of national accounts) briefed the board. Larson said the firm helped the City of Madras secure a federal EDA planning grant that the county later used to compete successfully for a $19.2 million broadband award covering Jefferson County. "We were able to take the city of Madras ... and incorporate it to the whole county," Larson said.
The consultants listed other recent awards they assisted with: night‑vision monoculars for sheriff patrols ($8,487), nine replacement fire department radios ($21,863), a generator for the sheriff's office ($91,000.28) funded by the Oregon Department of Human Services, and ATV equipment for patrol ($117,600). The firm said it has submitted or is preparing applications on behalf of the county for multiple state and federal programs, including OEM, Homeland Security, and Safe Routes funding.
Global Grant Services said the broadband award is the largest single award in the state for that funding cycle and noted significant reporting and management requirements are expected under the $19.2 million grant. County and city staff and the consultant said they expect to scale up contract hours for grant management as the broadband project moves into procurement and implementation.
Commissioners thanked the consultants and encouraged continued coordination across city, county and community partners to capture additional grant opportunities for historic preservation, parks and emergency management.
