County signs and amends mental‑health contracts and state intergovernmental agreement

Jefferson County commissioners approved a set of agreements on April 9 to continue financing and delivery of community mental‑health, addiction treatment, recovery and prevention services.
The board signed the Sixth Amendment to the county's Oregon Health Authority (OHA) intergovernmental agreement for financing community behavioral health services; staff described the amendment as an administrative update to exhibit and funding line items for the current biennium. Commissioners approved the amendment by voice vote.
The board also approved a service agreement between Jefferson County and Best Care Treatment Services, Inc., which county staff said will provide community mental‑health and addiction treatment services through June 30, 2025. A first addendum to that subrecipient agreement (a PacificSource pass‑through agreement) was also approved. Staff said the agreements include standard indirect rate language and capitation fee schedules.
Katie Russell, public health director, and other staff explained the amendments represent contract timing and funding source adjustments rather than new county program commitments. Commissioners approved the agreements by motion and voice vote.
The board recorded those approvals in open session and directed staff to continue contract administration and compliance reporting under the OHA funding structure.
