The Dane County Community Development Block Grant (CDBG) Commission approved the draft 2025–2029 consolidated plan and adopted the evaluation criteria for the 2026 CDBG and HOME requests for proposals during a meeting that began at 5:01 p.m. The commission opened a public hearing on the draft consolidated plan and heard no public comments before voting to approve the draft for submission through the county legislative process and then to the U.S. Department of Housing and Urban Development (HUD).
The consolidated plan is a five-year strategic plan covering 2025–2029 that includes an annual action plan for 2025, funding priorities, goals, outcomes and the data that informs those priorities. County staff said much of the demographic and market data in the draft comes from HUD and that the plan incorporates results from local community and targeted surveys, focus groups and consultations, which are included in Appendix A of the draft.
County staff told the commission they are waiting for HUD's federal award notices for 2025. A county staff member said the awards are expected on or before May 14; once the award amounts are received staff will update the tables and graphs in the draft and route the plan through Dane County's legislative process before submitting it to HUD.
The commission opened a public hearing on the consolidated plan and received no written or verbal comments. After the hearing commissioners moved and seconded approval of the draft consolidated plan; the motion carried with commissioners recorded as saying "aye" and no opposition.
On the 2026 requests for proposals (RFPs), staff summarized the evaluation criteria that the application review team will use. Applications will be submitted through the county's OpenGov system and scored on a 100-point scale. The criteria include HUD requirements, including meeting a HUD "national objective," and are structured into tiers of points to guide reviewers.
Staff described planned RFP outreach: two workshops are scheduled before the RFP release (a virtual session and an in-person session at the Dane County Job Center). The virtual workshop will be recorded; the in-person session will not. Registration is required to receive the Zoom link or to reserve space for the in-person session. Commissioners discussed the workshop flyers and suggested clarifying the headline so it is not misleading about timing.
Staff said the county aims to release the RFPs by the end of the month, allow about five to six weeks for applications, conduct applicant interviews by mid-August, present preliminary funding recommendations to the commission in September and final recommendations in October.
