The applicant, Glynis Jackson, one of Sterling Social Services’ partners, told the board that placements would be determined by the Division of Family and Children Services (DFCS) based on need and that residents might be from DeKalb County or neighboring counties. Jackson said the organization already meets with the neighborhood and intends to conduct community service and regular reporting on outreach activities. Commissioners discussed the need to avoid creating a requirement that would run afoul of child-labor or custody rules; an amendment clarified the condition to require applicant-organized community outreach programs rather than mandating participation by residents.
A motion to approve the SLUP with the amended conditions carried. The board recorded the approval with the stated 24-month renewal trial period and the clarified community-outreach expectation.
