A staff presenter said the city typically must act as the host community on the TPP applications because the fairgrounds are city property and the program requires a city resolution validating the event as legitimate.
The city attorney raised a procedural concern: under the grant program's timeline the resolution must be adopted by the city no less than 30 days prior to the event, and applications received fewer than 30 days in advance can be automatically denied. Staff said the Oklahoma Tax Commission has sometimes shown leniency for the program, and they cited a prior award in which a Red Angus event received $12,500 from the state program.
Staff said the first event — the ABC World Series — had previously been hosted regionally in cities such as Denver and Fort Wayne, and that national office staff attended a recent regional show and suggested Chickasha as a candidate for a national event. Organizers signed a one-year contract as a trial with the option to extend if the trial is successful, staff said.
Board members asked for details about budgets and timelines. Staff said the projected budget for the event is about $160,000 and that the TPP applicants requested $3,790 for one of the events; the board approved the funding motions despite the timeline concerns.
