Board adopts Palmyra Area School District comprehensive plan for 2025–2028 after questions on goals and metrics

Mr. Guy moved the plan; Mr. Jones seconded. During discussion, Mrs. Martin (committee member) said she had compared the draft plan with the 2022–25 document and found that some goals had been lowered rather than revised upward; she also criticized removal of several key performance indicators and said students with disabilities were insufficiently addressed. Mrs. Martin said the plan’s approach—limited to reviewing instruction and intervention—was not a substantive strategy and urged stronger, measurable goals. She also said she had provided a potential Department of Labor grant for school-to-work programming that had not been reviewed.
Other board members acknowledged the need for stronger and achievable metrics and said future boards would need to spend more time on academic goals. After discussion, the board approved the comprehensive plan by voice vote. The meeting record shows at least one board member voiced opposition when votes were recorded, but the motion carried.
The board did not amend the plan on the floor; it approved the current document and moved forward. Implementation steps, specific KPI restorations, and grant follow-up were not decided during the meeting and will require additional board or staff work.
