BCPS staff told the board on March 25 that a proposed administrative boundary change affecting parts of Arbutus and Catonsville middle-school feeder areas would move 21 students to a different middle school to improve transportation efficiency and feeder-pattern continuity.
Doctor Grimm explained that the district used the superintendent's rule 12-80 administrative review process because the change is limited in scope. The affected area includes parcels separated by Patapsco State Park and Community College of Baltimore County property; the realignment removes a bus routing inefficiency that requires buses to circle the park to reach Arbutus Middle School.
Staff said the change affects 21 students and will have a small demographic impact. The district created a webpage and an online survey for community input; Grimm reported 262 survey participants and 79.4% of respondents said they were strongly or somewhat in favor of the recommendation, while 16.8% were strongly or somewhat opposed. Staff noted the survey was anonymous and cannot be traced to specific addresses; a board member asked whether staff could identify how many opposing respondents lived in the directly affected area, and staff replied they could not but would provide the board with submitted comments and a link to the website.
BCPS will hold a public hearing on April 2, 2025 at 6:30 p.m. at Catonsville High School; the board is scheduled to vote on the boundary change at its May 6, 2025 meeting. The presentation emphasized that a small number of students are affected and that the change would increase Catonsville Middle's enrollment by 21 students (Catonsville Middle was noted as 65 students over capacity prior to the change).
No final action was taken March 25; staff said the administrative review was the first time BCPS used this streamlined process under rule 12-80 and that they would return to the board after the public hearing.
