Staff explained the construction portion of the overall project was awarded previously; this amendment covers engineering and construction management hours for on‑site oversight during installation of electrical equipment, the sludge dryer, and generator and electrical upgrades. Public works staff said the project title still references biogas purification, but the biogas reuse portion—such as generating revenue by selling gas back to a utility—was removed after economic review. The amendment therefore centers on the sludge dryer and major electric upgrades.
Board members asked whether the sludge‑drying technology required a very large building and whether excess space could be repurposed for city storage; staff said they intend to reuse available space for dry and tempered storage and will evaluate options such as bus storage.
Motion and vote: A motion to approve Amendment No. 3 with Strand Associates for $1,020,600 carried on a roll call vote recorded as: Cassin—aye; Kevin Riley—aye; Piper—aye; O'Donnell—aye; Behn—aye.
Next steps: Staff will continue construction administration and explore opportunities to repurpose building space for city storage once drying operations are in place.
