Council awards Sky High EOC backup generator contract to Faith Enterprises for $296,104

Rob Vance, speaking as staff, said two bids were received and read into the record on March 20: Faith Enterprises (teaming with Colorado Standby) for $296,104 and Powerzone Equipment (teaming with DBL Group, VIMCO Electric and Elevation Concepts) for $330,717.41. Vance said Faith Enterprises’ bid met bid criteria, references were checked and questions raised by the review committee were satisfactorily answered.
City Manager Gigi Dennis explained the project’s funding. DOLA provided a grant focused on the generator as part of a broader Sky High project (RV spaces and a shower building) and contributed $200,000; the remaining approximately $96,000 will come from a congressional earmark and will be administered through Colorado Homeland Security using FEMA funds.
Council discussion included confirmation that Colorado Standby performed required engineering and load checks earlier in the summer. A motion to award the contract to Faith Enterprises for $296,104 was moved and seconded and passed on roll-call: Councilor Howard (Yes), Councilor Lawrence (Yes), Councilor Watson (Aye), Mayor Pro Tem Scolut (Aye), Mayor Becker (Aye). The motion carried.
The contract award authorizes staff to proceed with contractor engagement. Staff said the generator will support the Sky High emergency evacuation center by powering the building systems.
