Monte Vista approves resolution to accept $125,000 GOCO planning grant with SLV Go

The Monte Vista City Council voted unanimously to adopt Resolution 2025-07 authorizing the city to sign a grant agreement with Great Outdoors Colorado and serve as fiscal agent for SLV Go to receive a $125,000 planning grant.
The grant is intended to fund planning work for five projects in the San Luis Valley: Heart of the Valley Trail, Lariat Ditch Trail, recreation economy for rural communities, Closed Basin Canal Trail, and the Vista Grande Recreation Area. Council documents state SLV Go will use the funds to support staff time to coordinate trail programs and pursue further capital grants.
City Manager Gigi Dennis told the council SLV Go cannot apply directly to GOCO because it is not a governmental entity, so the city agreed to serve as fiscal agent. Dennis said part of the funds will pay a staff member to continue work on the five projects and to look for additional grant funding.
Council members voted in a roll call: Councilor Howard (Yes), Councilor Lorenz (Yes), Councilor Watson (Aye), Mayor Pro Tem Ziegler (Aye), Mayor Becker (Aye). The motion carried.
The resolution authorizes the city manager to sign the grant agreement and permits the expenditure of funds as necessary to meet the terms and obligations of the grant agreement.
Gigi Dennis and SLV Go staff said the planning grant is intended to position the five projects for future construction funding; no construction funding was approved at the meeting.
