County advances animal control expansion and revises covered inspection area plan; aims to keep work within budget

Guadalupe County commissioners received updates on animal control expansion and a separately planned covered inspection area for vehicle and trailer inspections.
County staff reported an RFQ for architectural services to support animal control expansion has been issued and that the initial phases will likely not be completed in fiscal year 2025 because permitting and design timelines are lengthy. Commissioners said staff will proceed with interviews/scoring of proposals.
For the covered inspection area (previously estimated at $135,000 in the budget), staff said they pivoted from an initial plan that routed vehicles through the animal control parking area because of pedestrian and volunteer safety concerns. Instead, county staff described a plan to add an awning to an existing metal building and reconfigure parking to provide a drive‑through inspection area with a separate exit to North Guadalupe Street, and said that several bids are being evaluated to keep the project within the $135,000 budgeted amount.
Commissioners asked staff to provide bid results, expected timelines and whether part or all of the work would need to be carried forward into fiscal year 2026.
