Council approves Bluff Alley repaving contract, $25,000 appropriation

The North Augusta council approved a resolution authorizing a contract with Palmetto Construction Management to resurface Bluff Alley between Bluff Avenue and Clifton.
Engineering staff described the work as milling and resurfacing to correct potholes and uneven asphalt. Tom (engineering) said the contractor will mill and level the existing pavement to tie smoothly into adjacent parking lots and driveways. The contract specifies a 45-day completion window from notice to proceed, with staff expecting earlier completion if scheduling allows.
Councilmember David Buck moved the resolution and Councilmember Carpenter seconded. Councilmember Ruth announced she would recuse herself from the vote because her business is adjacent to the project. The mayor called the vote; the motion passed with five affirmative votes and one recusal.
Staff said the low bid was just over $22,000; the requested funding authorization was “not to exceed $25,000” from the stream-proven fund (contingency included). The contractor will coordinate work with nearby property owners and other downtown projects.
No citizen speakers addressed the item at the study-session vote, which was taken during a special-called council meeting immediately following the study session.
