Subcommittee approves governor-backed funding to continue maintenance contracts, fund repairs for state buildings

The Nevada Legislature Subcommittee on K-12, Higher Education and the Capital Improvement Program approved the governor—s recommendation to reserve rent revenues to cover ongoing maintenance contracts and one-time building repair and renovation projects for state-owned buildings.
Julie Waller, principal deputy fiscal analyst for the Fiscal Analysis Division, told the subcommittee the recommendation includes ongoing funding to continue service contracts the State Public Works Division is taking on from Thomas & Mack after the state purchased certain office buildings in Las Vegas. "The recommendation is for $547,622 in fiscal 2026 and $572,834 in fiscal 2027" for ongoing maintenance contracts, Waller said. She added the governor recommends one-time reserve reductions of $262,439 in fiscal 2026 and $312,341 in fiscal 2027 for building repair and renovation projects.
The subcommittee also considered an earlier inclusion of $918,504 in each fiscal year that the agency said would be used for deferred maintenance projects. Waller said the division intends to treat that amount as one-time funding for renovation projects and remove it from the base budget during the adjusted base review phase of the 2027 biennial budget process.
Committee Chair Marilyn Dondero Loop asked for questions; seeing none, a motion was made to recommend staff—s proposal. The motion was seconded and the subcommittee approved the recommendation on a voice vote.
The action directs reserve rent revenues to (1) fund ongoing buildings and grounds maintenance and emergency service contracts previously covered by Thomas & Mack and now assumed by the State Public Works Division, and (2) provide one-time funding for building repair and renovation projects as specified by the governor's recommendation. The amounts described above were presented by fiscal staff and approved by the subcommittee.
