JCPC staff to circulate annual plan and certification; executive committee may sign off prior to county commissioners’ June review

Buncombe County JCPC staff told the council April 17 they will prepare and circulate a draft of the annual plan and certification required by the North Carolina Department of Juvenile Justice.
Hannah Leiderton, youth justice manager and JCPC staff support, said the annual plan compiles the council’s work over the previous year and the certification documents membership and administrative items. Hannah said the annual plan, certification and the council’s recommended funding allocations will be presented to the Buncombe County Board of Commissioners for review and sign-off in June when the county is considering its budget.
Lorraine Williams, area consultant with NC DJJ Community Programs, advised that the council will need a vote on the finalized documents and suggested the executive committee could review and sign the annual plan if timing prevents a full-council meeting before the commissioners’ meeting. Council members discussed holding a short special meeting in May if needed; several members said they were comfortable authorizing the executive committee to finalize the documents provided all members receive the draft and a chance to comment.
Council members also discussed committee chair and vice-chair nominations for the coming year. Current officers and chairs signaled willingness to continue: George Redmond said he was willing to remain council chair; Brandon Priest signaled he would remain vice chair; Angie Gardner said she would continue as planning committee chair. The monitoring committee chair position remains open after Andy Babalski stepped down; Banta Widner indicated interest in serving as monitoring chair with support from Sergeant Craig Loveland.
Staff will circulate a draft annual plan and certification in the coming weeks, solicit comments from JCPC members and schedule either a short special meeting in May or an executive-committee sign-off prior to the county commissioners’ agenda deadline in June.
