Budget Implementation Act (HB1408) moves to full finance after amendments

On April 15, 2025, the Finance, Ways, and Means Subcommittee voted unanimously, 13-0, to advance House Bill 1408 — described in committee as the Budget Implementation Act — to the full Finance committee after adopting two amendments.
Chairman Hicks said the measure is mainly "acting language" that makes the statutory changes necessary to implement the budget on a nonrecurring basis. He said amendment 1 was the administration’s amendment and amendment 2 was a legislative amendment that removed language that would have made a recurring statutory change reallocating tire-tax revenues to TDOT.
Hicks told members the legislative amendment removes that recurring-change language and that the intended reallocation will instead be proposed as an amendment to a separate bill moving through committee, carried by Chairman Hawk. "We got good legal advice that it is more appropriate to accomplish this by amending a bill," Hicks said, explaining the reason for the change.
After adopting drafting-code amendments 6,614 and 7,508, the subcommittee voted to move HB1408 to full Finance; the clerk recorded 13 ayes and 0 no votes.
