Council adopts updated maintenance cost schedule for Community Facilities Districts

The Roseville City Council on April 16 approved a resolution adopting an updated schedule of maintenance costs and charges for the city’s Community Facilities Districts (CFDs), the finance director said.

Finance Director Scott Pettingill told the council the master schedule is the city’s uniform system for establishing annual maintenance costs for service CFDs—districts that fund ongoing maintenance for parks, open space, streetscape and stormwater. The schedule is updated by a detailed cost study every other year and by an inflation index during interim years. Pettingill said the proposed values for FY26 are intended to bring districts closer to full cost recovery and avoid funding shortfalls that would otherwise be made up from the general fund.

The council took a motion to adopt Resolution No. 20587 (as read into the record) to update the maintenance schedule. There was a roll‑call vote recorded as unanimous in favor: Vice Mayor Albert, Council member Heldeschel, Council member Madonza, Council member Coochie, and Mayor Bernasconi voting yes.

Why it matters: the maintenance CFD schedule sets standardized unit costs used when forming or annexing parcels into service CFDs; when schedules lag behind actual costs the city can face funding gaps or pressure on the general fund to cover maintenance shortfalls.

Details: Pettingill said the schedule’s values are intended to yield between 90% and 98% cost recovery compared with prior rates and that continued annual inflation adjustments and periodic full studies will be needed to keep the schedule aligned with actual costs.
