The motion directed staff to distribute $4,000 to each of the five organizations that responded and to hold back the remaining dollars for 30 days, after which the council may reallocate unused funds. Councilmember Jeff seconded the motion; the council then voted and the motion passed. The roll call during the vote recorded councilmembers JC, Kevin and Jeff as voting “aye”; another councilmember’s affirmative vote was indicated on the record and the motion moved forward.
During discussion, Paul Berg, who identified himself as a member of the Wasatch CAPS board, told the council that a delayed decision could affect scholarship timelines that are distributed in mid-May. Staff also reported that outreach to applicants began in March, with an initial contact date around March 12 and follow-up continuing into early April; staff said emails were sent to contacts still listed at the organizations. Councilmembers debated whether to award the full set-aside amounts now or to reserve funds pending responses from non-responding organizations.
The council’s action is procedural: it allocates the available funds to respondents now and holds the balance for a 30-day response window. If after that window other applicants do not respond, the council may reallocate the held funds to the five recipients or to other budgeted community donations per council direction.
