Committee releases $1.49 million in reserved funds for Twin Peaks Promenade project

The Budget and Finance Committee voted April 16 to release $1,493,692 in reserved funds to the Recreation and Park Department to support construction of the Twin Peaks Promenade project.
Tony Moran, capital grants manager for Recreation and Park, told the committee the funds come via the California Department of Parks and Recreation as part of a federal Recreation Trails Program administered at the state level. Moran said the grant requires the department to operate and maintain the finished site for 20 years and that the grant performance period is dated from Sept. 20, 2024 through March 15, 2027. Moran said the grant contract is retroactive to Sept. 20, 2024 to allow the department to use prior planning and design expenditures as grant match.
The Budget and Legislative Analyst, Nick Menard, told the committee the Twin Peaks Promenade is a $5.2 million project. Menard said the grant, combined with previously approved board actions and a general obligation bond allocation, fully funds the project and recommended approval of releasing the reserve funds.
There were no public speakers on the item. Vice Chair Matt Dorsey moved to release the reserve funds and to file the hearing; supervisors Joel Engadio and Cheyenne Chan joined Dorsey in the roll-call vote. The committee recorded three ayes; the motion passed.
Recreation and Park staff said the project will convert a portion of the Twin Peaks roadway to a park with an accessible multi-use trail, amenities, native plantings, and connections to the existing trail network. Construction is expected to occur over the coming year with completion targeted by the end of 2026, per the analyst's summary.
