Council adds ALC Architecture and G3 Water to on-call roster; authorizes ALC City Hall study up to $10,000

The City of Middleton City Council on Monday authorized the mayor to add ALC Architecture and G3 Water Engineers LLC to the city's on-call professional services roster and approved an on-call service order with ALC Architecture to perform an as-built and design-criteria analysis of City Hall in an amount not to exceed $10,000.
Jason Van Gilder, the city's public works director, told the council the on-call roster is permitted by state statute and is used to “more efficiently and quickly pick engineering firms to do small to medium sized tasks.” Van Gilder said ALC was recommended by other agencies and had previously worked for the city on a shops expansion project.
Van Gilder described the City Hall work as a first step to identify space needs and produce accurate dimensional drawings. He said the contract is time-and-materials and could cost less if city crews provide some measurements. “The first step of that is to get some professional help and some architects that give us an outside set of eyes and can help us put together a package,” Van Gilder said. He added the final recommendation could range from modest improvements to a conclusion that the building needs larger intervention.
Council members moved and seconded the motions; both measures were approved without objection. The motion to add the firms to the on-call roster passed on a voice vote. The separate motion to authorize the ALC on-call service order for City Hall — described in the motion as “City Hall Interior and Exterior as-built and design criteria analysis in an amount not to exceed $10,000” — also passed.
Van Gilder told the council the funds for the $10,000 work are expected to come from the facilities/building fund and general fund, with potential cost-sharing across enterprise utilities if a larger expansion is later approved. He said staff will return with more detailed proposals if the analysis recommends design and construction work.
The council’s actions create a formal procurement path for future task orders from the newly expanded roster and establish ALC as the consultant to begin City Hall planning work.
