Council asks staff to study renaming ‘Community Enhancement’ back to ‘Code Enforcement,’ seeks update on veterans banners

Mayor Pro Tem Damian asked the Baldwin Park City Council on April 16 to consider changing the name of the city department currently called "Community Enhancement" back to "Code Enforcement," saying residents are confused about where to report code violations.

"They try to go on the app. They see community enhancement. They don't know what it is," Damian said. He asked the council to direct staff to return with a report to change the name, or use a combined label such as "Code Enforcement / Community Enhancement" to preserve continuity for residents familiar with the current name.

Council members supported asking staff for a report. In separate remarks, a council member asked that the council prepare a proclamation recognizing Julie, a Baldwin Park librarian who told the council she will retire May 24; Mayor Avila said staff would coordinate a proclamation prior to her retirement.

Another council member raised the issue of veterans banners that have not been reinstalled since last Memorial Day and asked for an update from public works; the member said residents expect the banners to be returned and that an update was overdue. The mayor acknowledged the request and asked staff to look into it.

Council staff also promoted upcoming community events during announcements, including a spring fest and egg hunt on April 19 at Morgan Park and an Earth Day/Arbor Day event on April 26 featuring bulky‑item drop‑off, mulch and tree giveaways and a tree planting activity. These items were presented as announcements rather than items requiring formal council action.
