Staff summarizes Countryside 3 map record, housing-element submittal and upcoming projects

Planning staff provided procedural updates to the Riverbank Planning Commission on April 15 about several development matters and upcoming agendas.
Joshua Mann summarized actions taken at City Council on April 8, noting that a 22-lot final map for Countryside 3 (approved by the commission in 2023) is expected to record in the coming days and that construction on homes is planned to start in the near future. He said the commission's annual housing element and General Plan progress report had been forwarded to the state after City Council directed staff to submit it.
Mann listed projects expected before the commission at its May 20 meeting, including a downtown office conversion (architectural/site review) and a new triplex apartment complex near Palm, Sierra and Palmer. He said the city recently received a revised tiny-home subdivision application on Sierra and Claus and that the commission can expect that application in the near future. Mann also referenced a conversion of a former cell-phone store into a banquet hall for an Italian restaurant (Legosto) and confirmed a developer (Grama Development) has the ability to place up to 250-300 apartment units in the Crossroads West shopping center but that the city had not yet received an official submittal.
Mann said the Crossroads West apartments would likely be market-rate units if an application is submitted. No decisions were made; these were staff updates and scheduling notes for future hearings.
