Board approves amendment to professional services agreement for organics planning

Staff explained the amendment is funded from the grant and provides additional technical analysis — for example, cost comparisons between municipal windrow composting and other management options, and assessment of anaerobic technologies — to support a community planning process coordinated with the Del Norte and Bridal Lands Food Council. Ward said the amendment increases available consultant hours under the OWR‑4 grant and will supply tables and analyses the council and community need for informed decision‑making.
One commissioner asked why the amendment increases cost; Ward said the amendment extends services from the prior OWR grant scope into the larger OWR‑4 community planning effort and is hourly‑rate based so inputs are delivered as work is performed. The board voted unanimously to approve the amendment; Commissioners Tompkins, Short, Wright, Tinkler and Chair Wilson voted “yes.”
Staff said the food council will continue to coordinate community meetings; Pinto will provide technical comparisons and cost estimates to inform choices about collection, processing and facility size.
