Del Norte board approves extension with Hambro, updates transfer-station rates

Board members approved the side-letter that extends Hambro WSG’s access to disposal capacity at Dry Creek Landfill and likewise extended the authority’s operational agreement with Hambro. Ken Ward, director for the authority, told the board the arrangement secures needed disposal capacity and that the authority is a third-party beneficiary to the agreement between Hambro and Dry Creek Landfill.
Ward said staff recommended approval, noting that the authority needs to retain at least 15 years of landfill disposal capacity and that the side-letter helps safeguard that continuity. “This is a pretty good deal because in exchange for extending the transfer station agreement, we have access to the landfill that pretty much we will need to use,” Ward said.
The board also approved a change order to the Hambro contract that adjusts the payments the authority makes to Hambro WSG and functionally alters the disposal rate and the brush acceptance rate. Ward said the adjustments reflect contractual indexing and the authority’s negotiations and that failing to extend the agreements would complicate future negotiations.
Board members asked about the practical impacts and were told the modifications preserve the ongoing relationship with Hambro and align disposal access for the authority. Commissioners Tompkins, Short, Wright, Tinkler and Chair Wilson each voted “yes.”
The board’s action formalizes both (1) continued transfer-station operations with Hambro WSG and (2) secured disposal access at Dry Creek Landfill under the amended terms. Staff said the extension is intended to ensure uninterrupted disposal capacity while allowing the authority to negotiate future contracts if needed.
The authority did not release the final, detailed side-letter text at the meeting; Ward said the board would receive the final version and that the agreement is directly between Hambro WSG and Dry Creek Landfill with the authority as a beneficiary.
