The Bettendorf Plan and Zoning Commission recommended approval April 16 of the Ridge Haven preliminary plat (case 25-13), a proposed 27‑lot single-family subdivision located north of Crow Creek near Pleasant View Elementary.
Staff said the property was rezoned to R2 in 2024 and that lot sizes on the preliminary plat range from about 0.4 to 0.8 acres with many walkout lots to fit existing topography. The development concept adds four lots compared with the earlier rezoning submittal because the applicant acquired adjacent property.
Stormwater will be managed in three detention ponds to be maintained by a homeowners association, and one outlot is a remnant area with floodplain constraints; staff said engineering review confirmed road radii and grades meet city code. Staff recommended approval subject to standard conditions.
Commissioners had a brief discussion about the location of the additional four lots and confirmed the proposed road would connect to future development to the north. A motion to approve the preliminary plat, subject to staff recommendations, passed on a recorded yes vote by the commission.
