The Bettendorf Plan and Zoning Commission recommended approval April 16 of the Blackstone Addition preliminary plat (case 25-19), an 85-lot single-family residential subdivision proposed for recently annexed territory.
Staff said the plat aligns with the comprehensive plan and the rezoning concept presented earlier in the meeting: the southern portion of the site is planned as R2 single-family lots while a single Lot 51 in the C3 portion is reserved for future commercial development. Staff noted the lot sizes meet R2 bulk standards and that two local-road connections (to Wells Ferry Road and Forest Grove Drive) provide subdivision access. A trail connection to the Pleasant Valley School property is shown between Lot 9 and Lot 10; staff recommended that connection be built early to avoid future confusion.
The development will be served by the Spencer Creek lift station (shown on Lot 50), and multiple outlots are shown for stormwater detention. Staff emphasized that Outlot F contains the Spencer Creek regulatory floodway and that no alterations are permitted in the floodway without prior FEMA and DNR approvals and local permits.
The commission asked questions about offset intersection spacing on Criswell and sight distance; city engineering staff said the offset reduces left-turn conflicts and that future reconstruction of the Criswell intersection could include a roundabout that would allow realignment. Commissioners also discussed temporary fire access and the requirement for two access points given the number of lots.
A motion to approve the preliminary plat, subject to staff recommendations, passed on a recorded yes vote by all members present.
