An outside audit firm presented the Jamestown Local Development Corporation's audited financial statements and required communications and told the board JLDC holds a strong financial position.
Jared Picard, who identified himself as one of the audit managers on the engagement, reviewed the audit products and required communications. He said JLDC's primary audit opinion covers the financial statements and an additional government‑audit standard opinion addresses internal controls. "We received full cooperation on everything we asked for," Picard said.
The presentation noted a significant rise in activity in 2023 tied to ARPA funds passed through by the entity; those funds created a large spike in both revenues and expenses in the statements. Loans receivable increased by roughly $530,000 during the audited period, driven by about $600,000 in new loans and approximately $70,000 in payments. The audit summary described an overall increase in net assets of approximately $663,000 for the year and characterized JLDC's position as "very strong" given cash and loan receivable balances.
The auditor recommended JLDC continue formalizing policies and procedures and strengthen internal control documentation to reduce the need for auditor‑proposed journal entries. Board members accepted the presentation and moved to approve the auditor communications, audited financial statements for the year ending December 31, 2024 (as adjusted) and the JLDC meeting minutes from Dec. 18, 2024; the motions carried.
Staff will file the audited statements and follow the auditor's recommendations on policy and control documentation improvements.
