Plan and Zoning Commission recommends rezoning of newly annexed Pleasant Valley parcels to R2 and C3

The Bettendorf City Plan and Zoning Commission voted unanimously April 16 to recommend rezoning two parcels annexed into the city: case 25-16 to change A1 (holding/annexed) to R2 (single-family) and case 25-17 to change A1 to C3 (community commercial).
Commission staff presented the cases together, saying the rezoning applies mainly to about 93 acres proposed for R2 single-family subdivision and about 16 acres north of Spencer Creek proposed for C3. The applicants listed in the staff report are Windmiller Development, the Pleasant Valley Community School District and Forest Grove Schoolhouse Preservation. Staff said the rezoning is consistent with last year’s comprehensive plan update and with the concept plan that accompanied the annexation.
Taylor, planning staff, said the R2 area is intended to be compatible with a single-family subdivision and an existing historic schoolhouse on the site, and that the C3 portion north of the creek is shown for future commercial uses including indoor storage as described in a separate code amendment case. He noted that annexed territory is automatically assigned A1 zoning under city code and is rezoned at the applicant’s request following P&Z recommendation and City Council action.
The commission opened public hearings on both cases and received no public comment. Commissioners moved and seconded separate motions for each rezoning. Roll-call votes recorded by the meeting clerk showed all members present voting yes; the motions carried. Staff recommendations attached to each approval remain conditions of the recommendations.
Because zoning changes take effect only after City Council action, the commission’s votes are recommendatory; the council will take final action. The preliminary plat for the single-family subdivision was presented later on the agenda as case 25-19 and also received the commission’s recommendation to approve.
