Commission approves Mars Headquarters rezoning on consent; two cases continued to April 24

At the April 10, 2025 Maricopa County Planning and Zoning Commission meeting, staff announced that Z240021 (Mars Headquarters) had no known opposition and moved the case to the consent agenda. Commissioner Warren Whitney moved to approve the consent agenda; Commissioner Layton seconded. The commission recorded a vote of 7-0 recommending approval of Z240021.

Staff described Z240021 as a request to rezone approximately 8.9 acres at the southwest corner of Happy Valley Road and Seventh Avenue in the Deer Valley area to Industrial 2 (I-2) with an IUPD overlay. The City of Phoenix general plan designates the site as industrial; staff said the site is a city-county island and that the rezoning will resolve a zoning violation related to storage yard uses. The IUPD limits uses on the property because of an absence of sewer; a future plan of development (POD) will be required and handled administratively.

Separately, staff announced two continuances: Z2023060 (Peak View) and SU240007 (Wrangler's Roost) were continued to the commission's April 24, 2025 hearing. Staff noted a typographical error on the agenda that listed Peak View for 2024; the staff report contained the correct date of April 24, 2025. No formal action beyond the continuances was taken on those items at the April 10 meeting.
