Sewer revenue bond transfer: Jared from the budget office described an ordinance to amend the fiscal year 2024-25 budget by transferring $718,123.31 between projects within the 02/2019B sewer revenue bond subfund. Jared said the Northgate Lift Station project will be completed and surplus funds will be moved to cover increased costs on the north interceptor rehabilitation. "The Northgate Lift Station is gonna be completed. There's some money left over, and so they're going to move it towards some increased cost on the north interceptor," Jared said.
Emergency Rental Assistance reallocation: Staff described a separate ordinance to move $30,000 between projects and account groups within the Emergency Rental Assistance (ERA) subfund. Grants staff said the transfer moves unspent administrative funds into programming before the federal funds expire in September 2025. "We estimate we're allowed a certain percentage for admin ... coming up to the end now and realize, hey, we may have overestimated or there were some savings, potentially, like, staff," grants staff said. Committee members asked whether the admin savings reflected unfilled positions or efficiencies; staff said it likely reflected lower staff charges and year-end true-ups and emphasized the funds are one-time COVID-era federal funds and not recurring.
